However, Philippines will implement a law that speaks of banning the use of gadgets while driving. This law will take effect by May 18, 2017 (Thursday).
"The Anti-Distracted Driving Law takes effect on Thursday, and violators will face penalties of up to P20,000 and revocation of their licenses." - ABS-CBN News
This law includes: the ban in the use of gadgets, making calls, and sending messages while driving. In addition, it is NOT the only possible banned situation. It is also PROHIBITED to have any kind of device that goes by the line of sight of the driver.
Having the traffic light on its red signal will still not make any exception in the use of these said gadgets.

"The Metropolitan Manila Development Authority (MMDA) will apprehend and issue violation tickets to drivers caught texting or calling even if the red light is on." - ABS-CBN News
"The law covers all public utility vehicles, private cars, government vehicles, bikes, motorcycles, skateboards, kuliglig, haba-habal, motorized wheelchairs and even horse-drawn carriages like those used by tourists in Intramuros." - ABS-CBN News
